Since the second half of 2011, the China Stone Association became aware of an issue affecting several stone import companies in Guangdong, Fujian, and Shanghai. Customs authorities in these regions had classified certain imported "Jazz White" marble products under the tariff code for decorative materials, which led to a 3% import duty being applied. This classification was problematic because "Jazz White" marble is actually a type of dolomite, not a decorative material. As a result, many companies found themselves paying higher tariffs than they should have, and they were now required to reclaim the underpaid duties from the past three years.
This situation created significant financial pressure on the companies, as the additional costs could negatively impact their competitiveness. In addition, the risk of customs audits added further uncertainty and administrative burden. Recognizing the importance of resolving this issue, the China Stone Association, with support from the China Building Materials Federation, reached out to the General Administration of Customs. They submitted detailed reports explaining the misclassification and its negative impact on the industry.
The association also arranged for officials from the Customs Collection and Management Department to visit stone import companies in Fujian and Guangdong to better understand the situation firsthand. After thorough discussions and assessments, the relevant parties began to recognize the validity of the concerns raised. As a result, there was a positive shift in policy, and it was anticipated that the tariffs on "Jazz White" marble would be reduced in early 2013. This development was seen as a major victory for the industry, helping to restore fairness and reduce unnecessary costs for importers.
