Since the second half of 2011, the China Stone Association has been closely monitoring issues related to the classification of imported "Jazz White" marble. Through investigations of stone enterprises in Guangdong, Fujian, and Shanghai, it was discovered that local customs authorities had classified certain imports under the tariff code for decorative materials. As a result, these goods were subject to a 3% import duty, which significantly increased costs for companies. In addition, businesses faced potential audits and had to recover tariffs that had been underpaid over the past three years.
Faced with these challenges, the China Stone Association, under the guidance of the China Building Materials Federation, reached out to the Customs Collection and Management Department of the General Administration of Customs. They presented the issue and provided detailed explanations regarding the misclassification of the marble. This led to the General Administration of Customs sending officials to visit stone import companies in Fujian and Guangdong to conduct on-site research and gather more information.
The efforts of the China Stone Association were well-received by the relevant authorities, and there was growing recognition of the need to reassess the tariff classification. As a result, discussions were initiated to potentially lower the import duties. By early 2013, there was hope that the situation would be resolved, offering relief to the industry and reducing the financial burden on importers. This development marked an important step forward in addressing the challenges faced by the stone trade.
