They are also required to take actions like halting sales, issuing warnings, recalling products, or destroying them. If a recall is necessary, the operator must cover all related costs incurred by the consumer.
**Regulation 2: Burden of Proof Shifts to Sellers for Durable Goods**
Article 23 of the Consumer Law states that for durable goods such as cars, computers, TVs, refrigerators, air conditioners, washing machines, or home decoration services, if a defect is found within six months of purchase, the seller is responsible for proving that the product is free of defects.
**Regulation 3: Extended "Three Guarantees" Policy**
According to Article 24, if a product doesn’t meet quality standards, consumers have the right to return, replace, or repair it. If there are no specific regulations, consumers may return the item within seven days of receiving it. Article 29 mandates that operators collect and use consumer information in a lawful, legitimate, and necessary manner. Operators must keep personal information confidential and implement security measures to prevent leaks or loss. In case of a breach, immediate action is required.
**Regulation 6: Enhanced Protection for Online Shoppers**
Article 44 ensures that consumers who suffer harm while shopping online can seek compensation from either the seller or the platform. If the platform cannot provide the seller’s real name, address, or contact details, the platform itself may be held liable.
