1. Purpose of the Exercise:

The primary objective of this exercise is to ensure the effective implementation of the "safety first, prevention-oriented" policy. By conducting this drill, we aim to evaluate and enhance the coordination and response capabilities of all departments during emergency situations. It also helps improve employees' awareness and ability to evacuate safely and effectively. Additionally, it strengthens the fire-fighting team's capacity to manage and control fires at their initial stages, ensuring the safety of both personnel and company assets. This exercise was organized to test our emergency preparedness and improve our overall response strategy.

2. Exercise Basis:

The exercise was conducted based on several key legal and regulatory documents, including the "Occupational Safety and Health Law of the People's Republic of China," the "Fire Control Law of the People's Republic of China," the "Administrative Regulations on Fire Safety for Organs, Groups, Enterprises, and Institutions," and the company's internal "Emergency Rescue Plan for Occupational Safety Accidents."

3. Scope of the Exercise: The entire plant area was covered in this exercise to simulate real-life emergency scenarios and ensure that every department and employee is well-prepared.

4. Exercise Organization Structure:

A production accident emergency leadership team was established, consisting of senior management representatives, with a designated leader serving as the commander of the exercise.

5. Responsibilities of the Emergency Leadership Team:

The team was responsible for inspecting and supervising the preparation of emergency measures, organizing drills, revising plans, directing rescue operations, and issuing emergency orders when necessary.

6. Roles of Key Personnel and Groups:

Each role was clearly defined, from the emergency commander, who assessed the situation and issued orders, to the field commander, who coordinated on-site activities. The logistics support team ensured the availability of supplies, while the security team maintained order and restricted access to the site. The evacuation guidance group was responsible for organizing safe exits, and the firefighting team took direct action to control the fire and save lives.

7. Emergency Response Procedures:

The exercise simulated a fire on the second floor caused by an electrostatic charge igniting white electric oil. Once the fire was detected, the alarm was raised, and the appropriate response level was determined. Following this, emergency evacuation procedures were initiated, and all personnel were guided to the assembly point. Materials at risk were evacuated, and the fire-fighting team worked to control the fire. After the operation, the site was cleaned up, and the emergency was officially declared over by the commander.

8. Emergency Material and Equipment Protection:

A variety of emergency equipment was made available, including 20 fire extinguishers, 2 fire hydrants, 2 fire hoses, 3 digital cameras, 4 walkie-talkies, 1 minivan, 4 first-aid kits, and more. The maintenance team was responsible for ensuring the proper functioning of tools such as oil booster rods and solvent recovery materials.

9. Fire Safety Training:

All participants received training on fire-fighting techniques, escape methods, and self-rescue skills. Volunteer firefighters practiced using fire extinguishers and water hoses under the supervision of the safety officer.

10. Conclusion of the Exercise:

The exercise concluded with an official announcement by the general commander, summarizing the key takeaways and reinforcing the importance of preparedness in case of real emergencies.
