1. Purpose of the Exercise:

The primary goal of this exercise was to fully implement the principle of “safety first, prevention foremost” and to strengthen the company’s emergency response system. By conducting this drill, we aimed to evaluate the coordination and organizational capabilities of all departments during emergencies, enhance employees' awareness and ability to evacuate safely, and ensure that firefighters could effectively manage and extinguish fires at the initial stage. This exercise also aimed to protect the safety of both personnel and company assets and to improve overall preparedness for potential fire incidents.

2. Basis of the Exercise:

The exercise was conducted in accordance with national regulations such as the "Occupational Safety and Health Law of the People's Republic of China," the "Fire Control Law of the People's Republic of China," and the "Administrative Regulations on Fire Safety for Organs, Groups, Enterprises, and Institutions." Additionally, internal guidelines like the "Emergency Rescue Plan for Occupational Safety Accidents" were followed to ensure alignment with company-specific protocols.

3. Scope of the Exercise: The entire plant was involved in the exercise to simulate real-world conditions and test the effectiveness of the emergency plan across all departments.

4. Organization Structure:

A production accident emergency leadership team was established, consisting of senior management representatives, with a designated leader serving as the commander. This structure ensured clear command and efficient decision-making during the exercise.

5. Responsibilities of the Emergency Leadership Team:

The team was responsible for inspecting and supervising preventive measures, organizing drills, summarizing lessons learned, formulating and revising emergency plans, directing rescue operations, and issuing emergency orders when necessary. Their role was critical in ensuring a coordinated and effective response to any incident.

6. Roles of Key Personnel and Groups:

The emergency commander assessed the situation, issued instructions, and managed the evacuation process. The deputy commander supported the commander and took over if needed. The field commander coordinated on-site actions, including fire reconnaissance and resource allocation. The recorder documented all events, while the alarm group communicated the fire to emergency services. The logistics support team managed supplies and maintained order. The firefighting and rescue team executed fire suppression and rescue operations, while the maintenance team handled power and water systems. Security guards controlled access, and the evacuation guidance team ensured safe and orderly exits. The emergency care team provided medical assistance and reported injuries.

7. Emergency Response Procedures:

The exercise simulated a fire on the second floor caused by an electrostatic charge igniting white electric oil. Once the fire was detected, the safety officer and gate staff evaluated the situation and determined the appropriate response level. Emergency procedures were then initiated, including informing the emergency team, opening communication channels, and evacuating personnel and materials. Firefighters worked to control the fire, save people, and prevent further damage. After the operation, the site was cleaned up, and the alert was lifted. The general commander concluded the exercise with a final evaluation.

8. Emergency Materials and Equipment Protection:

The administrative department was responsible for maintaining 20 fire extinguishers, 2 fire hydrants, 2 fire hoses, 3 digital cameras, 4 walkie-talkies, 1 minivan, 4 first-aid kits, and 8 stopwatches. The maintenance team was tasked with managing 5 oil booster rods, 5 solvent recovery units, and 10 kg of wood rags. Fire safety training was conducted to ensure all personnel understood how to use equipment and respond in case of an emergency.

9. Conclusion of the Exercise:

The exercise was officially concluded by the general commander, who reviewed the performance of all teams and provided feedback for future improvements.
