Abstract It has been reported that the Qingyuan City Mining Rights Setting Plan (referred to as the "Program") has received official approval from the Guangdong Provincial Department of Land and Resources. The plan was reviewed, revised, and improved by a panel of experts before being formally endorsed for implementation. This marks a significant milestone as it is the first mining rights setting plan approved for a prefecture-level city in Guangdong Province.

Based on comprehensive data from mineral resource exploration, geological conditions related to mineral formation, and remote sensing analysis, Qingyuan City has identified several key minerals, including geothermal resources, gold, iron, diamonds, quartz sandstone, cement limestone, building stone, and dolomite. The plan also includes assessments of the potential for gold, diamonds, iron, cement limestone, copper, lead, and zinc. These analyses are expected to provide a solid foundation for the Qingyuan City Land and Resources Management Department in making informed decisions about the rational allocation of mining rights and optimizing the layout of resource development.

The "Program" integrates current conditions of mineral resource development with regional geological prospects. It has identified four key areas for mining rights and several restricted zones. A total of 228 exploration and mining blocks have been planned, including 724 new exploration rights and 227 newly established mining rights. According to reports, the Qingyuan City Land and Resources Bureau will intensify exploration efforts in key mineral types and priority mining areas, aiming to establish new resource reserve bases. In addition, the bureau will strengthen the dynamic management of mining rights and implement an expert consultation and supervision system for specific projects.

It has also been revealed that besides Qingyuan City, ten other prefecture-level cities in Guangdong Province, including Guangzhou, Zhuhai, and Shaoguan, have had their mining rights setting plans reviewed by the provincial department. The remaining cities are expected to complete their reviews by the end of March. Recently, the province has made significant progress in finalizing the preparation of the mining rights setting plan, marking a major step forward in the orderly management of mineral resources across the region.

With this comprehensive plan in place, Qingyuan City is well-positioned to ensure sustainable and efficient utilization of its mineral resources while maintaining environmental protection and regulatory compliance. The initiative reflects the growing emphasis on strategic planning and scientific management in the mining sector across Guangdong.
